The objective of this consulting is to

• Define the current situation in terms of governance structure and institutional environments, as well as to recommend the main policy and regulatory reforms needed to implement a Blue and Circular Economy approach to sustainability in the island territories of the participating countries
• Identify a programmatic portfolio of projects in line with the previously defined blue circular economy approach to smart growth in the island territories.
